If I don't renew my subscription I know I will be unable to use one step update, but can I still use and obtain "Reports"?

For ALL expired subscriptions, you can still produce reports.
For expired subscriptions to Starter Edition, that's the ONLY thing that you can do with it ... other than buy a new subscription.
