Problem creating a budget

I've used Quicken for years but have never created a budget. Following the instructions from Quicken Help gets me to a screen that says "Create a Budget" at the bottom but nothing happens when I click on it. Getting frustrated!!!

    Francisco & Sherlock. I am in the planning tab. I looked at the instructions from Francisco sent but I don't get a drop down menu. I do get the first screen that Sherlock pictures but there is not a Get Started box & I can't scroll down any farther. I am using Windows 10 & Quicken Deluxe updated to version R 26.17.
