Problem creating a budget

Question

I've used Quicken for years but have never created a budget.  Following the instructions from Quicken Help gets me to a screen that says "Create a Budget" at the bottom but nothing happens when I click on it.  Getting frustrated!!!

After clicking on GET STARTED, a Create a New Budget window should open:

I suggest increasing window's size to enable the GET STARTED to appear.
