CC-885 Quicken is unable to update this account...Web Connect support...discontinued - 2nd time

I am using Quicken for Mac v 5.14.3, and I am trying to download from my Nordstrom Visa. I am getting this error message: "Quicken is unable to update this account because Web Connect support for you financial institution has been temporarily or permanently discontinued (CC-885).
I asked this question in March and was directed to go to "Settings" and "Set Up Transaction Download." Following the instructions, I was able to get Quicken to accept the downloaded items, but I have to redo the steps EVERY TIME I download. Does anyone know why I keep having to redo this for my Nordstrom Visa?
