Can't activate one step updates for Elan Financial Services

Hello,
I was using Quicken 2017 and recently switched to a subscription but can't activate one step update feature for my Elan Financial Services accounts. It was working for a while in Q2017 then failed and I could not re-setup and was hoping subscription product would be able to connect...
I click "Improve connection" in the account list, enter user name and password for Elan (I can use that just fine in the browser to access my accounts) but it comes back with "Sorry. We encountered an error. (It's not your fault.)" message. There is no error code or anything. It does not ask for 2FA...
I tried to update financial institution data in Tools/Online Center following suggestion on this community, but when I click update button it goes to address "https://online.elancard.com/elanCard/RequestRouter?requestCmdId=ElanLogon" and that comes back with error "Site cannot be reached".
It appears that on the wire it does the following request
POST https://financialdataaggregation.api.intuit.com:443/soap/api
which comes back with error:

Thank you for taking the time to visit the Community to post your issue, although I apologize that you haven't received a response.
An "It's not your fault" error will require a contact to support for a review of the log files and possible escalation to resolve.https://www.quicken.com/support#contact-support
When contacting support, be sure to let them know how long you have been receiving this error.
