Copy/Paste transaction Issue with ROTH IRA accounts

I've been along time (i.e. decades) user of quicken on windows and one weird quirk that is annoying is that I can copy, but CANNOT PASTE a "miscellaneous expense" transaction in a ROTH IRA account but I can successfully copy and paste the and same type of transaction in the non-ROTH IRA account. Why is that?

Quicken requires some Actions in IRA type accounts be entered using an appropriate Enter transaction wizard. These types of transactions generally involve the flow of cash in or out of the account. I suspect we may not be able to paste the transaction because the copy transaction did not succeed.5
