Why won't Capital One Download

It will update the balance but never downloads unless I reauthorize or do the trouble shooting. Then I relink the accounts and it downloads fine except that it switches my dates to the date posted (I pay it on the 8th and it posts on the 10th but both date and posted now show as the 10th).

I've tried the settings for Capital One-New and Capital One 360. Same behavior.
