How do I get a copy of Quicken Premier for Mac to use on my IPad?

I own and use Quicken Premier for Windows ( and have for years). I use my IPad while traveling.

There is no such thing.  What you can do is sync from your Quicken Desktop the accounts you want to be stored/synced on the Quicken cloud account and then view those accounts using either the Quicken mobile app or Quicken web (neither of which are "standalone" or "Premier").  Search for Quicken in the Apple store to find that app.
