Payee list, Type: %Spl vs Spl

What is the difference Type: %Spl vs Spl. I have 2 transactions that look all the same but Type is not the same color.

    The %Spl is suppose to take the splits as a percentage and Spl as a fixed number.
    So for %Spl as the total amount changes the split lines are suppose to be recalculated based on their percentage.

    On the other hand I have never to the %Spl to work right for me.
