Do Bill Manager failures still count against your quota?

Got the attached email because a payment failed. Does this still count against my quota? Obviously, I just have to re-submit it.

    Thank you for reaching out on the community and telling us about your issue. Failed payments do not count towards your quota of payments. It should be the same number of payments you had before the payment.

    When I made the payment originally, the count of remaining payments went down. Are you saying it goes back up when the failure comes in?

    Thank you for the response and for providing additional details. If a payment fails to send this should not count against your monthly quota.
