Why is the software not updating?

I am running release R28.28. I read there is Release R29.9 available. I have tried to update through the Help tab. It tells me that I have the latest release.

If you are using the Windows version, it is possible to force an update:
https://www.quicken.com/support/update-and-patch-20182019-release-quicken-windows-subscription-product
Quicken uses a staged release system so only a limited number of users are offered the release initially in case there is some unforeseen glitch. After a few days, it will usually be offered to all users.

release and R29.9 is a
staged
release.
Quicken distributes a
staged
release is to a limited number of users to determine if the release is good enough before exposing it to all users. If you want to update to the R29.9 release, you may download and apply the following mondo patch:
https://assistant.quicken.com/patch/QW27.1.29.9MPatch.EXE
