Payment cannot be made because the online biller information is not available: Synchrony Financial

I added this payee back after having previously paid it with Billpay. The latest statement hasn't downloaded yet. Is that the reason I can't even make a payment? This is ridiculous.

The payee is Synchrony Financial. The latest statement closed 9/25 so I don't now why the bill isn't available.

Quicken Premier 2020 R29.12 Build 27.1.29.12
