Why cant I make sub categories?

I had the 2017 version and that one worked great. You could make categories and sub categories and swap them around to different area. It was as easy as using excel. completly user friendly... i just wana make my own categories and sub categories but i spent 3 hours working in circles and not getting anything done.

Why can't you create Cats and Sub-cats using the TOOLS, Category List menu option ... and then clicking "New Category" in the upper right corner of the dialog that appears.

Haha [Removed] now I see it.. I must have got frustrated last night and and kept working in circles... I thought this was gana be another AutoCad melt down for me haha..
