It sounds like you already have Quicken installed and purchased a code to activate it for another year. If that's the case have you tried going across the top to help > Enter Activation Code. Are the steps listed in the box a bit different than what I've described? If so could you please let us know any additional details and we'll see what we can find.

I purchased quicken today at Best Buy and installed it over 2019 and it said on the box it said I had to activate it with the # on the box. It never asked for the # and no activate quicken in the help section. In the help it gives whats new in 2020. Does this mean it is activated?
