    Is there a good way to have an account (in Quicken & the bank), like checking, from which i set $$ aside (in Quicken only) for Car Maintenance?

    I tried an "Offline account" in Quicken, but when i create a transfer from the checking to the offline acct, the checking acct value deviates from the bank value.

    I suggest you consider using a Savings Goal assuming the functionality is available in the edition of Quicken you have subscribed to.  To learn about Savings Goals, press F1
