Exact matches on downloads do not match: why?

Quicken Deluxe R30.21. I do a download of bank transactions and the simplest items won't match. I had a water bill payment that showed same name, date, and amount from bank as my register. Still, in downloaded transactions it shows status of "New" instead of status of "Matched".

    I suspect the transactions in the register may not be eligible.  For example,  perhaps these transactions in the register have already been matched (view the Downloaded ID column).
