Is it possible to use Tags instead of Categories when budgeting?

I am playing around with setting up a budget within Quicken. However, it looks like I have to use Categories. Is it possible to use Tags instead? For example, instead of budgeting for Gas, Water, Electric separately - I would like to tag them as utilities and have Utilities be a "category" in my budget.
