How do I contact another specific user here?

Can we contact another specific user in the forum? I know only his User Name.

If you see their name as authoring a post, click it to go to their profile... then click the green envelope icon / "Message" link to the right of their name.
You can also get to their profile by adding their name after this link:
https://community.quicken.com/profile/THEIRNAMEHERE
Or, if you know their user name, you can click the inbox icon at the top of any forum screen... third from the right...and then click "New Message". Type their user name in the Recipients box.

The option to send a message to another user requires "a certain amount of points".
This forum awards "points" for asking questions and answering them, and for people marking your comments helpful, and at different point levels it turns on different features.

P.S. If you just want them to be "flagged" to a given comment put @ in front of their username in a comment. Note if their username has spaces in it put it in quotes like @user nameSignature:
