New error when downloading from PNC Bank - OL-221-A

I am getting new error when downloading (Express Web Connect) from PNC Bank, OL-221-A. Seems like the download puts the correct date/time in PNC accounts when I download in spite of the OL-221-A error. Can support look at this error?

I have been getting the OL-221 error for over a year when I download my Sam's Club MasterCard transactions (Synchrony is the card services provider). I just spoke with their tech services people and they told me:
- They are aware of the problem
- Sam's Club downloads do not support Quicken (even though that is a transaction export option on their "Activity" page)
- They are aware of the fact that other Synchrony clients DO export valid transaction files for Quicken
- There is no plan to fix the issue
I have been manually inserting start/end dates in the downloads to get them to post into Quicken.0
