R30.21 - now when opening Tax Planner or Portfolio Analyzer - tries to UN-install Quicken

Quicken Premier V R30.21. The error appears when opening Portfolio Analyzer & Tax Planner.
I have the original installer file, but cannot find the .msi file.
It's looking in C:\Users\Administrator\App Data ....., but I am unable to search for it.
Also put GPUCache folder on desktop.

I had to reinstall quicken using a patch provided by quicken support. Was told there was a system issue.

Was reading this - and now just tried on my Qwin Deluxe R30.21 -
and YES - clicked on Tax Planner - and it tried to install.Quickly Clicked on the Cancel - and it seems ok now....[EDIT] - updated topic title to better reflect this new Q&A not related to R31.6It appears that now even R30.21 is affected by some internal "update"
that is not caused by installing R31.xx -1 -

The thing that the Tax Planner and the Life Time Planner have in common is they are both using the IE libraries to display Active X webpages.
Something is really strange is going on at a pretty low level.Signature:
