Unable to login after upgrading to Quicken 2016

I have been helping a friend upgrade Quicken from an older version which was working ok but she was advised to upgrade. She chose 2016. I installed it and watched as it upgraded the file to the new version. the file opened then immediately an Intuit Quicken sign-in page popped up requiring an Intuit ID and password. Huh? Why? it won't take the login information and won't allow me to create a new Intuit ID. Fails when I say forgot ID and Fogot password. Won't allow a reset.
There does not appear to be a way to get around this requirement login requirement even though I have the installation CD.

Has anyone else experienced this issue?
Thanks
