Can't get Quicken 2015 Starter Edition to work on Windows 10?

I recently bought an unopened new Quicken 2015 Starter edition and it won't load on my Windows 10 laptop. It asks me to create a Quicken ID but it keeps giving me an error message so I can't run the program.

After you install Quicken 2015, I suggest you download and apply the Quicken 2015 Release 17.4 Mondo patch from:
