I have two pre-tax deduction that are not related to 401k. How do i set those up so they do not show as income in the tax planner?

Use the paycheck wizard and select the type of pre-tax deductions that best represent your situation.1

Where in my windows version of Quicken Deluxe do I find the Paycheck Wizard? There is no obvious menu choice for that. I have been using Quicken for a while, and I've not seen this tool before.1

There's also a link in the Planning Tab, Tax Center, Taxable Income YTD section. Using the in-product help would also direct you yo it.0
