    If the issue persists and you cannot determine which program is holding the lock on the Quicken file, I suggest you reboot windows.

    If the issue is intermittent, I suspect you may have a backup or cloud storage process configured to access the Quicken file.  I suggest you either configure the program to skip the Quicken file or suspend the program when you're using Quicken.
