What if a user has more than 12 payees to be paid electronically in a month?

If a user has more than 12 payees per month, is it not possible to pay extra to ensure those additional (beyond 12) electronic payments are made each month?

Quicken does offer add-on payments for a fee, but what is available to whom is somewhat confusing.
This chart
