Quicken R33.22 update

I cannot get the newest version R33.22 to load. I keep getting an error saying a file is in use by another program. I have no other program running. I tried rebooting, all the common fixes, no luck. Any help out there?

I temporarily turned off the firewall and it worked fine.0
