I transferred all my stock to my broker and sold the fractional shares. It still shows a share value and/or cash balance on some of the accounts. Some are positive and some are negative. How would anyone suggest getting the balance to be $0 market value and $0 cash value?

For EACH of those sales of fractional shares, make sure that the LAST sale transaction is a "Sell All".
Q recently expanded the number of share digits supported ... and sometimes this results in itty-bitty fractional shares being left behind.
