Access denied when opening Quicken

I hav been using Quicken for ages But never experienced this message:
"Quicken cannot open this file because it is read-only or you do not have permit to open it. Do you want to copy it to an different location and open it from there? (yes/no)".
I am running latest version of Win10, latest Quicken De Lux and there has been no changes in my set-ups.

The culprit is located. It was Bitdefender, it never happend before. Solved when removed and PC restarted. Thanks for your replay anyway

What is the full path to the folder that contains your Quicken data file on the hard drive? Are you using OneDrive, Dropbox or Google Backup?

Where is your Q data file stored?  Start with the drive letter and provide all of the info thru ".QDF"
The other possibility is that your file is hopelessly corrupted.
