What is in the future for Quicken Web?

Is there a plan to move functionality to Quicken Web where it could become independent from Quicken Desktop?

    In general Quicken Inc doesn't post such information on their future plans.

    Here is my belief on the subject.

    Will they be putting more functionality into Quicken Web in the future?
    Yes.

    Will there be a time where it will be totally independent of Quicken Desktop/data file?
    No.  At least not as "Quicken"/Quicken Web.  It seems to me they have made it pretty clear that their vision for a "independent web Quicken" is Quicken Simplifi (https://get.simplifimoney.com/) .
