Update abends with error message (below) - why?

The process cannot access the file 'C:\ProgramData\Quicken\Inet\Common\patch\quickenPatch\w3032\base\RPMMigration\MigrationTool.exe' because it is being used by another process.

BTW - turning off antivirus software worked
