I do not want my info on the Cloud

I finished a backup and then Quicken immediately sent my info to the Cloud. I checked Preferences-Mobile&Web, Sync was still OFF. Why did this happen? Please remove my data from the Cloud.

If you have NOT enabled the Quicken Cloud for Sync to the Mobile App and Quicken on the Web access...
then the only thing uploaded was your basic account info to match with your Quicken ID.
This isn't completely correct.  If any accounts are setup with Express Web Connect, some amount of the transaction data is sent to the Quicken cloud data set.

When I use web connect to download transactions, why does it need to go to the Cloud? I don't trust the Cloud
That is the nature of the beast.  Here is the article on the different connection types.

For Express Web Connect it is nothing new that your transactions are stored in "the cloud".
It has recently changed in a way that makes it more visible, but that that has always been the case.

In the past the connection looked like this:
Quicken -> Intuit servers -> Financial institution's website.

It has become somewhat more "interactive" over the years, but it still has the Intuit servers logging in as you to the financial institution's website to get the transactions once a night and store them on the Intuit servers waiting form Quicken to pick them up when you run One Step Update.

What has changed recently is that Quicken Inc put the "Quicken cloud data set/QCS" into the flow.
    So it is now:
Quicken <sync> QCS -> Intuit servers -> Financial institution's website.

Just to clarify - do you mean Web Connect - where you manually download from the bank online website,
and then Import that file into Quicken - ?
