How to not allow other programs to access Quicken file while it is open in Quicken (OneDrive etc)

Having issues with Quicken entries being saved. What I am seeing is to not allow other programs to access Quicken file while it is open in Quicken - such as One Drive etc. How do you know this is happening and how do you change that?

Quicken REQUIRES exclusive access to it's files while Q is running.  There's no way around that.
What's probably happening is that you have One Drive set to backup your primary Q data file.
When Q is doing a backup, the first thing that happens is that Q closes the data file to force all write operations to conclusion, and then re-opens the file for the actual backup.  One Drive (and DropBox, etc) grab the Q data file in that brief moment when it's closed ... and thus prevent Q from re-opening it.
What you can do about this is:
    1. Direct OneDrive/etc to copy your Q backup file ... not the primary file, OR
    2. Turn off OneDrive/etc before you do a Q backup.
