Does Quicken for Mac have a debt reduction planner?

No.

There is an Idea thread (feature request) for this feature which you can view here. Unfortunately, the developers have posted this note:  "This idea is not currently on the Development roadmap. If you would like to see this change implemented in Quicken, be sure to add your vote and comment explaining why this feature would be beneficial to you." So be sure to add your vote and your comment in that thread.

It's been too long since I used Quicken for Windows, so I don't remember what the debt reduction planner did. Quicken for Mac does have a "What If" tab for loans that will let you model things like adding extra money to your payment every month, or tell you what monthly payment you need to make to pay off the loan by a certain date.

@Jon I see that, but not for credit cards. In Quicken for Windows, you could combine all loans and credit cards into one plan.
