Transactions Downloading Twice

Why do all my bank transactions download twice? (USAA) They download when they are pending and they download again when they have cleared. It takes me longer to reconcile than it did when I input the data myself. It doesn't happen with every transaction and I can't seem to pin down why some do and don't. And it has nothing to do with whether I use a pin or use it as a CC. Last year when this happened, I even contacted USAA and they said it's a Quicken issue. I never had this problem with the desktop version. I absolutely hate Quicken now. It's so slow...I had this problem before with the new online quicken, so I dropped it when it came up for renewal. I noticed the ads said they had improved the bank processes, so I purchased it again. Well, I still have the same problem.

This a long standing problem with the USAA credit card that started when they changed the security system at the beginning of the year.  And no matter what they say it is a USAA problem.
