Issues with Citibank either download or re setting up new download

It seems after every Quicken update I seem to have issues with download from Citi. It keeps telling to try again in another day. I tired Deactivating my account and then to reactivate it. It keeps telling there is an issue and to try in a day.
What is being done to resolve this for Citi customers
