stop "One Step Update Settings" popup when I skip the one step update

"Skip" means skipping entering the Password Vault password so that the passwords can be filled in by the Password vault. It isn't to skip entering entering the passwords.
Then again these days the passwords for accounts connected with Express Web Connect don't have the passwords stored in the Password Vault and as such if one had only accounts connected with Express Web Connect maybe it should proceed without stopping on that screen.Signature:

When I request OSU (or at startup), the skip button in the popup for Vault Password is just part of the update operation in my mind. The bigger problem is that the "One Step Update Settings" popup appears as a second step for every manual update. It is not necessary or desired. Settings is already available in a separate menu path, as it should. Interestingly, Settings does not appear after the Vault Password is entered. Removing Settings from the main update path would probably solve this problem after cancel. That would save an extra click on one of the most frequent operations in Quicken.

I've found that if during the EWC FI connection setup the box for "Save to password vault" is checked then, even though the login information is not actually saved in the PW Vault, that EWC FI will require me to enter the PW Vault password before OSU or Update Now will run. Canceling the PW Vault password prompt will cause the OSU settings popup to open.
If that box is not checked, then the EWC FI will not prompt me to enter the PW Vault password before OSU or Update Now will run with no OSU settings popup.
EWC+ will never prompt for the PW Vault password because during the reauthorization process we never enter the FI login information into Quicken.
