stop "One Step Update Settings" popup when I skip the one step update

How do i stop the One Step Update Settings window from popping up when I skip "One Step Update". I can't figure out why if I want to skip this when opening up Quicken, I have to hit skip and then close the popup.

"Skip" means skipping entering the Password Vault password so that the passwords can be filled in by the Password vault.  It isn't to skip entering entering the passwords.

Then again these days the passwords for accounts connected with Express Web Connect don't have the passwords stored in the Password Vault and as such if one had only accounts connected with Express Web Connect maybe it should proceed without stopping on that screen.
