USAA AMEX transactions will not reconsile

Each time I update my USAA AMEX account, all transactions show as new even though these same transactions exist in the ledger, so I am getting duplicate enters. I am having to manually delete the existing and then accept all. Match manually does not work, give garbage answers. I am using direct connect and had gone through the reset process awhile back without issue, all transactions download.
