USAA AMEX transactions will not reconsile

Each time I update my USAA AMEX account, all transactions show as new even though these same transactions exist in the ledger, so I am getting duplicate enters. I am having to manually delete the existing and then accept all. Match manually does not work, give garbage answers. I am using direct connect and had gone through the reset process awhile back without issue, all transactions download.

USAA has had this problem with their credit card from the beginning of the year when they change to their new security model. There isn't really anything you or Quicken Inc can do to fix this. USAA has to, and it seems like they don't know how to fix it.
