Why won't my Quicken Data file validate?

I'm still using Quicken 2003 but had to have the hard drive replaced. I've re-installed the program but the data file won't open and I repeatedly get the message : "Unable to validate file. Please contact Administrator." Unfortunately I was unable to make a backup file before the drive was replaced. I would appreciate any advice on how to get my data file open. Thanks!

If you haven't already, you may want to download and apply the Quicken 2003 R3 update available at:
http://www.quicknperlwiz.com/quickenpatches.html

Thanks Sherlock, In my case I needed to upgrade to the 2013 Version then all was good. Thanks for our help.
