Why won't my Quicken Data file validate?

I'm still using Quicken 2003 but had to have the hard drive replaced. I've re-installed the program but the data file won't open and I repeatedly get the message : "Unable to validate file. Please contact Administrator." Unfortunately I was unable to make a backup file before the drive was replaced. I would appreciate any advice on how to get my data file open. Thanks!
