Need the format definition for QFX

We would like to give our customers the ability to download their activity in QFX format for import to Quicken. Where is the file specification?

Note that any financial institution has to have an agreement with Intuit to get on the list of participating partners to allow Quicken to import a QFX file (or use Direct Connect). Quicken Inc pays Intuit for this service.
If you are a financial institution, I recommend you contact Quicken Support so that they can get you in touch with the right people to set this up.
Note the QFX format is the OFX standard with some added fields for identifying the financial institution.
Quicken Inc doesn't like people posting the information on the details of those fields, but they are easy to read in any QFX file that you might obtain.
