Unwanted download of R36.45

I just NOW opened Quicken. Even though User Account Control Settings have the blue slider ALL the way to the top, Quicken downloaded R36.45. I'm not understanding why it did that. Any ideas would be appreciated on how I can keep updates from downloading until I can answer YES to the question "Download Updates" request.

That should have blocked it. Mine is set to one notch less and it will warn me:
