I installed R37.37. It fixed my Schwab issues and created no new ones.
BUT, it also fixed the Capital One balance problems that I was also experiencing!

This is a terribly botched "upgrade." I have 1 Citi account and 5 Schwab accounts that have been bricked for over a month now. Quicken Support is still recommending R37.37 as a fix to the Schwab issues, even though all of the issues it presents and the fact it has been pulled from downloads. Been a Quicken user since 1990 (yes!, that's right!) and this is the worst situation I have encountered.0

As of today, it seems they are back to releasing on the R37 flow. At present Help -> Download Latest Version gets R37.67, which does seem to have all the Schwab fixes in it.
See this thread:
https://community.quicken.com/discussion/7904617/is-r37-62-a-staged-release-available-to-all-users-what
Also, the R37.* announcement has been updated:
https://community.quicken.com/discussion/7901682/windows-r37-xx-release-us#latest
EDIT you might not want to update to R37.62, it seems it already has a known bug for Schwab updating.
https://community.quicken.com/discussion/7904645/quicken-update-r337-62-build-27-1-37-62-will-not-connect-to-schwab
EDIT!! the warning above has to do with something on the server, not a problem with R37.62.
