I'm pretty sure the HEIC format is not supported for syncing to Quicken Cloud, because HEIC is not generally supported by Windows. Try opening the image in Preview, and save it in .jpg format (Click File > Export in the menu bar and select JPG). Remove the HEI file you previously attached, and attach the JPG file.
