How do I create a new blank Quicken Data File?

When I click on File -> New Data File...
I select the folder where I want the data file and enter the new name of file.
Then it says file does not exist. It should not exist since I want a new data file.
I'm using a Quicken subscription on Windows 11

Makes sure the file is on your local hard drive and not on a cloud or network drive. The default location is Documents\Quicken.

I am not use One Drive or any cloud. And I am trying to create a NEW data file. Quicken expects the new data file to already exist.

I do not see that problem. You went to File > New Quicken file and accepted the New Quicken file selection, and put the new file in the default folder? If you are trying to use another folder, perhaps Windows 11 has restricted access to that folder.
Has your Quicken subscription expired? That may prevent you from creating a new data file.
