Error "Use an active account" While Entering Payment [Edited]

Each time I try to enter payment to an account I get message to use "an active account". What can I do to solve this?
In Quicken, Bills, Income & Transfers tab select the gear icon.
Check under "Payment Accounts" that your checking account still is enabled for Quick Pay and/or Check Pay.Select the Review and Repair action, Review and Repair Payment Accounts.Come back or contact Quicken Support on the phone during posted hours of operation if that doesn't fix it.
