Error "Use an active account" While Entering Payment [Edited]

Each time I try to enter payment to an account I get message to use "an active account". What can I do to solve this?

    In Quicken, Bills, Income & Transfers tab select the gear icon.
    Check under "Payment Accounts" that your checking account still is enabled for Quick Pay and/or Check Pay.
    Select the Review and Repair action, Review and Repair Payment Accounts.
    Come back or contact  Quicken Support on the phone during posted hours of operation if that doesn't fix it.
