I need to sync 4 years of bank records with quicken, it will only do the past quarter...won't even let me import/sync the full past 12 months

The limitation to downloads is set by the financial institution you're downloading from and 90 days is a very common limit. You might investigate the financial institution's web site and see if older information is available to download, maybe using Web Connect or information that's available in CSV files that could be massaged to get the information into Quicken.
