I am having this same issue since January 21, 2022 in two bank accounts, IBC and ALLY. There are transactions to download, but they are not downloading. Quicken shows no error messages and behaves as if there was no transactions to download.0

Intuit continues to have difficulty maintaining the Express Web Connect connection method for Quicken. If you are not willing to accept the unreliability of this connection method, I suggest you use the Web Connect connection method if instead. If you haven't already, you may want to review: https://www.quicken.com/support/how-quicken-connects-your-bank

Regarding Truist, my downloads seemed to quit working around Feb 1st. I had to deactivate and relink the accounts.1
