Entering IRA distributions for taxes

I have an IRA account that now pays me a mandatory distribution. The transaction shows up in my Investments tab under my IRA account as cash. In fact, the IRA distributes part to my checking account and the rest to the US Treasury as withheld taxes. I can manually enter the distribution to my checking account. But when I try to enter the US Treasury amount, it will not allow me to do that because the current version of Quicken requires an account name for the transfer. Of course, there is no account name. It is a distribution directly to the US Treasury. Last year, I could manually enter the transaction. This year, I cannot. Any suggestions?
