Unable to Upgrade to Premier

I have tried to upgrade my account to Premier from Starter and get a circle with a line though it when I try to click on the upgrade button. I have tried within the desktop version and through the website, with both resulting in the gray circle and line through when clicking the upgrade button.

Please advise how I can upgrade, as I need the Premier version to handle my Morgan Stanley Wealth Management account.
