Tools -> Reconcile Account doesn't give me option to switch to paper statement

I'm going back to 20th Century tech and using paper statements in Quicken accounts that are having issues for me (and there are many.)

Most accounts let me switch from online to paper statement when I reconcile. Others do not. How do I change?

Tools -> Reconcile isn't working for this account.

    The shortest advice I have found in the Community, by @Sherlock is:
    If you haven't already, open the register, press Ctrl + Shift + E, select the Online Services tab, uncheck Reconcile using online balance, select Done, then press Ctrl + R and choose Use paper statement
    When in the Reconcile dialog be sure to uncheck the checkboxes within "Use Online Statement" first, to make the "Use Paper" settings stick.

    I expected the typical option (pop up box) letting me select either online or paper
