How do I tell Quicken NOT to import every single Credit Card transaction?

Just set-up a credit card account. 
 How do I tell Quicken NOT to import every single transaction?

On the initial download, Quicken will import all the transactions available.  Just delete the ones you do not want. Subsequent downloads should only import the transactions you haven't already seen.

WHY - how will this account then reflect the actual spending along with the current account balance ?

Do not allow downloads. Right click on the account name. Go to Edit Settings. In Account Settings, you'll see "Details" "Downloads" "Display Options." Choose Downloads and "Disconnect Account" This will remove downloading of transactions.
