Setting a reoccuring payment to the third Wednesday each month

How do I set a payment to be on the third Wednesday of each month?

Edit the reminder, select change to the right of the Due next on field, then Monthly, 1, 3rd, and Wednesday from the pull-down menus and select OK and Done.

It is hard to find but makes sense once you see it:

Go to Tools > Manage Bill & Income Reminders (or hit Ctrl-J)
Select Add if necessary to create a new reminder, 
   or select an existing remender and pick Edit this instance and all future instances
On the Reminder Edit screen, to the right of Due next on: click Change
On the Start date line, click the calendar icon and select 3/16/22 or whenever you want it to start
On the How often line select Monthly then Every 1 month on the 3rd 
and in the last dropdown box, pick Wednesday.

Pretty clever, eh?
